Here's a link to an example wheel...so what can I use for the wheel itself because once I get that then it's only a few easy steps to drill a hole, install a good ball bearing, and a floor mount for it from just a 1/2" pipe or such.

Just get some bouncy rubber balls & toss em down the hall off a wall, or a laser light, they love to chase those.
You need to play with your cat, keep him/her active.
I know, it's hard at the end of a long day, but the exercise is good for you too. :-)

That is so cool.

Finding a wheel that size would be pretty hard. Anything I can think off is commercial and would weigh too much. You're best bet is to make one out of industrial plastic. Cut a strip long enough to make into a circle that large and attach braces to the outside edge for the 8 support arms. As you said, that is the hardest part. After that it's pretty much supporting it.
