What is the rule for obtaining a Georgia driver's license when you turn 18 but never had a permit before? Do you need a permit? and if you do how long would you have to wait to get your license?

I have heard a lot of mixed responses. Please be specific to Georgia rules and if you could provide a source.

you still will need to have a learners permit for one year before they will license you.
