You asked if a national of Mexico needs a visa to come to the UK as a visitor.

No, you do not need a visa.

On arrival in the UK you must satisfy an immigration officer that you qualify for entry to the United Kingdom as a visitor under the Immigration Rules.
If you are applying to our visa section in Mexico City, you can now make your application online though the visa4UK website. All visa applicants will be required to provide fingerprints with their application.
here is the UK embassy in Mexico:

if your stay is going to be for over 60 days you will need a Visa. Check visa requirements with the British embassy or the Mexican government office near you. They might require you to have a round trip ticket.

No but you will have to state how long your staying for. Month or two won't cut it with customs. Some tips, take a pen, airline gives you a form to fill in before you land. Unlike USA we don,t charge you $6.00 to enter UK. If you arrive at Heathwick , stansted or Gatwick airport. Take the tube/ train one stop. Otherwise taxi company charges you £12 airport pickup fee plus cost of journey. Watch out if your visiting Scotland and if your flight lands at english airport and you transfer. Your duty free is confiscated. enjoy your holiday :)
