I know the risks , but ive have done my research there are lots of people who have had tattoos over keloids and there was little to no problem. i have several tattoos already in other places on my body and they did not have any problems. I need a tattoo artist preferably in texas please.

Finding an artist may be more difficult than just walking in to the local studio. The problem with your request is not that you havent already weighed the risk, its the artist. Most of a tattoo artists business is based on reputation. Imagine if it keloids more and looks terrible. They dont want you to go around saying they did it because it will be bad for their business. You may need to tell them bfore hand that you ill agree not to use their name if it goes bad and sign an extra paper saying you understand any additional risks.
