Of course. Hep B isn't a death sentence an isn't so easily passed on that people need to fear someone who has it.

Yes. They would not pass it on to others if they are careful about needle pricks and hand washing.

Yes, they can. That would be discrimination if they couldn't. Their are laws against that in this country.
