It would depend on the UV index and how long you are planning to go outside for. I believe that the amount of Ultraviolet light that gets through the atmosphere is independant of the amount of cloud cover (in fact I have heard that you can be more at risk during overcast days as the light gets trapped inside the atmosphere and the UV can increase as a result of this, kind of related to the green house effect). So I would suggest that you wear sunscreen regardless of whether the sun is "out" especially if you have a fair complexion.

Like you, I have sensitive, light colored skin. I never bothered too much with sunblock unless I was going to be in the sun for a while. That was before I got skin cancer.
You should wear at least SPF 15 always when you go outside, and since so many creams and lotions have SPF 15 these days, there is no real reason not to.

Honestly it best to use a sunblock everyday regardless of how sunny it is outside. I have a friends who is a dermatologist and she recommends using a foundation with a sunblock in it.

nope, i will tell you why, because sunlight has vitamin D in them, without adequate vitamin D, your bone won't absorpt the calcium properly
Vitamin D also cause synthesis for healthy skin as well
Normally, milk with vitamin D is not enough without sunlight
For you bone and your skin, i advice you to take some friendly sun-rays especially when it's not sunny outside.
If it's very hot and super sunny risk for melanoma is another story...

YES YES YES!!!!!!!!! Absolutely! Cloud cover provides no protection from the damaging UV rays. And clothing only provides around 5SPF, which isn't a lot of protection.
ie, wear sunblock always.

sunscreen should be worn anytime you are outside during the day. the sunlight is relected off of the moisture in the clouds and snow and can cause a worse sunburn. reapply frequently.
