Yes, this is a very common situation and a very confusing and frustrating one. My guess is that he is testing you, or playing games to drive you crazy, or maybe he is just a big flirt and likes confusing people... but whatever his reason, the fact is that you really like him.
So try to find ways to approach him so that you can start up a conversation and see whats up. Be casual about it, make him work some to be friends with you. Good luck.

I'm thinking he's waiting for you to make a move, or he's playing "hard to get", or he could be busy with other things. I got money on the fact that he's waiting for you to make a move since you said he's been flirting with you... how have you responded to his moves? Were interested or did you blow him off? If you accepted his advances and he's still acting this way then keep in mind, he could be really busy and don't take it personal.

he likes you. that's the males bait and line tactic.
1) get the girl interested.
2) back off a bit to make sure they like you
3) if they want you bad enough they'll say so.
4) go out.

i have been in the same situation and i know how annoying and confusing it can be. if i were you i would ignore him for as long as you can (play hard to get) if you find he's paying you more attention then you know that he is interested in you

Well, why don't you strike up a conversation with him and do a little flirting and see where it goes from there.
