Why wouldnt what?
"Come out?"
Do you mean deploy? Well thanks for giving us alot of detail surrounding the circumstances.
Could be anything...
Your vehicle didn't have them. The system had been tampered with. Faulty sensors. You were hit from the side and there were no side impact bags. Heck, from the little bit of detail I can barely assume you were driving.
Maybe you were trying to replace an air bag and couldn't understand why they wouldn't come out of the dash or steering wheel.
Who knows what you meant. Add some details and maybe we can all revise our answers.

Usually it takes a crash straight into a brick wall at 18+ miles per hour, or 24 mph+ into a parked car at minimum to trip airbags. It also has to have been the front end of your vehicle collidint into something. The sensor will be behing the bumper or behind the engine (behind the engine in my '91 mustang)

I took out a deer at 50 mph (which took out my grill, headlight, hood, radiator support, heater/air conditioning, and passenger door) and the bag did not trip. The sensor is behind the bumper and all the bumper did was knock the legs out from under the deer with not a mark on it (the bumper that is). Can't say the same for the deer.

Your airbag sensors are set to trigger when sufficient enough g- force is in countered. You were apparently not in very much danger.

the sensors on the car is the answer to this. A combination of things could cause them to or not to go off...speed, angle of impact are the main causes

Be happy they didn't. If your car wasn't totaled in the crash, the air bags definitely would have finished it off. They can be over a grand to replace, easy.
