the easiest way? ask someone you find interesting and attractive out. if they say no, then just get over them and move on to another person. sometimes works quickly but sometimes takes awhile, depending on who you ask and what kind of person you are.
the harder way? get to know someone you like really really well, make it obvious you like them, and they will most likely ask you out, if they like you anyways.
