well i wouldnt neccesarly say he is stupid sometimes guys will just flirt to just flirt it doesnt always mean they like u. this guy might already have a girlfriend or he might have just flirted with u to just flirt with u.

he may just be the type of guy that flirts and does not date bcuz it might be very akward to him. some guys seem so nice and that they like you but they just rn't good with dates. trust me on this!!

sugar, some guys just can't commit, whether it b 2 a date or other things...sounds like he enjoys flirtin and bein available...he could b old-fashioned and believe the guy should do the askin (yea, i know, archaic)...or he could b shy or nervous about bein 1-on-1 with u...don't sweat it...
