Volunteer San Diego is your volunteer center. They have a lot of the resources you need, including access to thousands of volunteers and hundreds of local non-profit agencies.

Consider making up a project to help clean up the environment, and work with your volunteer center to help with staffing and promotion. Your volunteer center can help you find a local agency to work through if you don't have the resources to start your own project. I've worked with several different neighborhood cleanup projects throughout the county. Since National and Global Youth Service Day/Week is coming up, you might be able to organize a special project and have your volunteer center help you with promotion.
I know many people that have helped to make San Diego a better place to live, work, and play. In East San Diego, we've worked on cleaning one of the local community centers. We also did a lot of rebuilding after the fires of 2003.
San Diego is a great place to live, and after working with the thousands of different volunteers in the county, I know that everyone can make a difference.

Fantastic question.
I was thinking something very similar recently. I live in a lovely, generally clean community in Ontario, Canada. A fairly large city for these parts of approximately 150,000 people not too far from Toronto, Ontario (pop: approx 5 million).
This past week the support staff at my daughters school went on strike. The caretakers/janitors, Educational Assistants and office staff.
She tells me after 2 days of them being off the job that the school is in shambles! No one is cleaning up, bathrooms are locked most of the day to prevent damage, etc, etc.
I would love to know what we can do to make people, adults and youth, responsible for the environment around them. Why do some people feel a desperate need to mess things up?? Instead of becoming part of the solution they remain an instigator of the problem.

Did that in Tacoma washington in 1975, was in an old neighborhood in north tacoma, had same problem ! cost me about $300 bucks, got with the city had the street blocked off for 8 hours on a saturday afternoon through a block party, 5 kegs of beer and chips!!!talked to all the neighbors, put together a plan got things going was cleaned up in 2 month's had a party every year after, everyone chipped into help paint everyones homes, clean up yards ect.....with in a year it was a great neighborhood.......good luck give it a try....

By caring yourself. Get out there and start cleaning up your alleys and streets yourself. Get your neighbours to help. Make it into a cleaning block party. Involve the kids. Get everyone helping and enjoying themselves and feeling good about the whole situation.
And then keep it up. Institute a "Clean as a Baby's Bottom" campaign, where everyone is expected to police themselves and everyone else they see littering. Put up big banners and place out huge baby blue and pink garbage containers for the trash.
BE OUT THERE every day and show that clean is how YOU want to keep it.

1. Burn down the housing projects.
2. Take bags of trash and leave them in front of your neighbor's doors.
3. Dump a gallon of milk on anyone you see dropping trash in the alley.
4. Move away.

I really don't know how because no one really seems to care anymore, I live in Columbus Ohio and everyone dumps their trash everywhere even when there is a garbage can nearby. I am going to star your question in case someone knows how to get people to care.

People only care if they are actually responsibly for their neighborhood. That usually means that they own their property. That means that they will lose something if it gets worse, and will gain something if it gets better.
