As I'm sure you know, most Chiahuahua's are naturally highstrung. I have known some that shiver almost constantly, but especially when excited or nervous. It's nothing to worry about if she's doing it when she is obviously not cold (ie. summer, under a blanket . . . etc).
However, you should definitely be concerned about her temperature, just in case, especially since it is winter now. The best way to tell is to touch her feet when she is shivering. If her paws feel cold, you may want to consider purchasing her a sweater to wear, although not all dogs will tolerate them. She may also enjoy sleeping with a blanket, if she doesn't already, and as long as she won't be tempted to chew it.
Overall, it's really nothing to be worried about.

Chihuahua's are the smallest dog in the world. when they were cross bred, (to make them smaller) they lost a large amount of fat reserve that surrounds the liver. By making this breed of dog we have actually caused somewhat of a genetic "defect". This defect is very similar to the human disease called diabetes. The Chihuahua has a very small amount of fat around the liver, and a very fast paced heart. they are easily stressed and can even suffer from hypoglycemia.
chi-chi- shivers is quite common and expected with this breed, and its a normal condition that was bred into the dog genetically.
