Larry R seems to have them confused with the ABDA forces (American, British, Dutch, Australian) that fought against the Japanese in the Dutch East Indies, Phillipines, and Southwest Pacific area in late 41 to early 42.

It was a term used in late 41, early 42 as the Japanese pushed through South East Asia, the Philipinenes, Indonesia, towards Australia.
The forces (meager that they were) that were fighting the Japanese were what was left of the US Navy in the area, (do a Google search on USS Houston), some British ships, The Australians and New Zelanders (hence "Commonwealth"... both countires are former British Colonies and therefore "Commonwealth" nations") and what few Dutch forces were left in Indonesia ... which at the time was the Dutch East Indies.
So somebody made up "ABCD" powers. It didn't last long. The Japanese took out the Dutch pretty quickly, the Brits got kicked down to Singapore, then it fell, and it was the USN barely held on at the Battle of Coral Sea.
