No. The "tu" is incorrect. Also, "encantar" kind of seems out of place, because you usually don't use it to say things like this. You would probably use "encantar" to say something like "Me encanta nadar," meaning "I love to swim." I'm sure you meant this:
"Te encanto siempre"
However, a better verb to use is "amar":
"Te amo siempre" -- "I always love you"
"Te quiero siempre" means I want you, always, and can be used to show affection.
"Te amaré siempre" - "I will always love you"
Also, when saying it to someone, look them in the eyes, and be sincere.

"Tu encanto siempre" is an unfinished phrase, unless it's in answer to a question like, "What do you like the most about me?" Then the answer would be, "Your charm, always."
Translated, it says, "Your charm always..." If it were a sentence, it would need to be followed with something else like, "Tu encanto siempre me fascina." (Your charm always fascinates me.)
I love you always: Te amo siempre/ Siempre te amo.

Try 'te', not 'tu'.
