What I would like to know is if I could burn a high definition dvd with a standard dvd burner and have a high definition copy?

There are good reasons why high definition DVD recorders cost $1000 and every one that I've seen has to record onto a hard drive, not a DVD. It's going to be at least a couple of years before you can plug an affordable Blu-ray or HD DVD burner into your PC.

I'm not sure but I don't think so. Try it and see what happens.
