Those are your pores. It happens if you don't moisturize your legs enough both before and after shaving. Take care of your legs. Apply shaving gel to your legs before shaving AND an in shower lotion. After your shower, apply lotion immediatley to your legs. I had the same problem and I hated how it made my legs look hairy all the time!! It was very frustrating. I used lots of lotions, shaving cream, etc and the problem has reduced enourmously! I get compliments on my legs all the time, plus my legs feel and look better to me!
Hope that helps!

I think what you have are ingrown hair. The hair is growing underneath a layer of your skin therefore the hair dun fall off when you shave the spot again.
What i did the last time was to prick the top skin layer off to use a tweezer to pick the hair out. This is the fastest way but highly not recommended as you might cause scarring if you r not careful and it will come bk agan when new hair start to grow.
Now, I exfoliate every other day. To scrub off the skin and eventually, the hair will come out.
Also, I have turned to waxing instead of shaving, the regrowth turn out much thinner and less chance of in-grown hair.

SHAVE & THE HAIR GROWS THICKER, STRONGER
this is what you can see, why not try waxing?
VEET WARM WAX is great & the hair gets weaker & lighter in colour eventually not growing back at all in places
Waxing lasts for 6-8 weeks before you have to do it again
great for going out, holidays, weekends away- no problems!
IT hurts the first time you do it after having shaved- the hair is
so strong, but it is much easier the next time TRY IT !!

Those dots are Pores. If they are red, then they are irritated. Maybe you should use more moisture when shaving. Try mixing haor conditioner in with you shaving cream the next time you shave. If possible, just the conditioner to shave for atleast a week.

If you've got to shave your legs every day, it means you've got a lot of male hormones. Leg hair grows in response to high testosterone levels. Many girls have no leg hair at all.
You're possibly getting a certain amount of bacterial infection -- try using a beard trimmer on your legs and if necessary following up with an electric razor.
