I still think most girls want the guy to pursue them. And girls have to be careful too because there's still a double standard and if she makes it too obvious she likes this a guy she could get a bad reputation.

Woman is, on average, very unlikely to be deprived of sex offers, and, on average, they are more interested in long term relationship rather than a one timer. It is make sense as a mating strategy to hold back and see whether a guy would stick and how reliable he is rather than go for it and end up to be a single mother. It is women, usually, who are getting stuck with unplanned babies and not the guys.
