How well do you know your friend? Aggressive women usually chase away boys. Tell it to me though and I will go for you. I think it depends on the personality and the values of the person. I'm a loving people person. You can be open to me. Not everyone is so open and honest. If he was a friend of yours, then how come he didn't make the moves on you first? I suspect there maybe someone else. Expect to be hurt if you ask him and he tells you that he only wants to be friends. If he's not seriously into you from the beginning, I believe he's just not into you and you would be better just being friends with him and moving onto someone who is seriously passionate about you and in love with you for the long-term.

You should tell him, and as far as how, the best way is the way you think is best. You know him better than any of us, and yourself. You could just be like, "hey, wanna go out?" and he'll ask what you mean, and you'll say a date date. Or you could tell a friend to tell him, that usually works, as does passing a note, or anything you can think of, just let him know somehow. If he's straight, he'll go for it no matter how you go after him.

do it if you think he would be receptive.
Go and do something that is friendish/dateish together (alone). Make sure that alcohol is involved (this way if he rejects it you can just say you were drunk). The alcohol will loosen up both of you so you can tell him, and he will be a little horny. With a combination like that you can never fail.

NO YOU SHOULD NOT. I bet you a million dollars the minute you tell him how you feel you will blow his head up so much. it has happened to me atleast twice. I quit the madness!!! Men like to always wonder how you feel regardless of what they claim to feel, you are always better off if he tells you first and falls for you first. At that point he is sure he actually cares about you and will not just walk all over your feelings.
