There aren't any free chat rooms to meet people. Remember the internet is somewhat anonymous. You don't really know who you are chatting with. It could be some 60 year old man pretending to be an 18 year old girl. You just never know. Besides, it would be very odd that you would happen to meet someone in the same city where you live. You may find that special someone 3,000 miles away. Forget the internet idea. Join a club in your city, volunteer somewhere, get a part-time job, or something like that where you will meet new people. Good luck! (and stay out of those chat rooms!)

myspace is best I know of, you can search for people using age, location, etc.
you can invite "friends" and delete ones you don't want
