Honestly, yes. If you're just on a break, than you're still a couple, but just taking some time off to breathe a little, in no means are you broken up.
Just think, if you do hook up with someone else during the "break", then you may regret it later if things get better with your partner.
I honestly wouldn't recommend it. You should both be honest with eachother, are you going to stay together and work things out, or are you going to break up and move on?

If you are on a break as opposed to broken up, that means there is still a chance you might get back together. How would you feel if the other person hooked up with someone while you were on a break? By hooking up with someone you risk making a possible reconcilliation harder, or impossible. I think you owe it to the person you are having the break from to tell them you have met someone and are going to see what happens.

why are you "on a break" to begin with? it just makes things complicated. you wouldnt have been asking this question if you would have just broken up. i dont get this whole stupid "on a break" thing. that's why for me, it's either together or broken up. that's it. no in-between. however, i think its not "wrong" to the extent of cheating.
