I believe the "no limit" is from level 5 and up.
I have no maxed out on both my accounts.

You can still answer questions. You just can not get any points for doing so. I used to do so all of the time. The points are not worth anything anyway if you are here to assist others as most of us are. Have a great evening and a wonderful weekend.
