And could you give me some information at all on what it means etc? I know it is Estonian.

i've never heard the word "liipere" in Estonian and i'm a native speaker. There IS a word "liiper" though that means "crosstie"(the railroad thingie); or, you could break "liipere" in two parts: "Lii" and "pere". "Lii" is a name (female) and "pere" means "family". That would make "Lii pere" mean "Lii's family".
It doesn't really associate with anything else to me. Many Estonian surnames don't mean a thing (like mine for instance!).

I studied in Estonia but don't speak the language - liiper is Estonian for a tie (as in a sports match), but I don't think that's the origin.

Perhaps you could try emailing one of the Estonian cultural centers - I'm aware of the Chicago Eesti Maja at www.eestimaja.com. There are others as well.

If you google the last name you will see all kinds of people with that last name. Try surname meanings in google too.
