I live in Texas and fences will not stop the flow of illegals into the US. The main reason is the business people here (many of them friends of Bush) want illegal slave type labor so they can make huge profits and not have to pay living wages. Bush knows this and that is the reason he is not doing anything about illegal immigrants.
So, they say one thing out one side of their mouths but they are actually encouraging illegals by giving them jobs.
