Taxi's , public transportation , someone else is driving?

The short answer is: Because you are impaired even after one drink and it only takes about two or three drinks before you are legally drunk if stopped by the police. The appearance of "drunk" is not obvious until maybe five or six drinks. Typically at that point hopefully friends and the bar are intervening.

The other problem is that it takes time for the alcohol to take affect. So you could drink three drinks real fast. You would appear fine and leave and start driving. If you are on the road for 15mins to 30mins you will then be driving legally drunk. Hope that helps.

If they do get drunk at a bar and get into an accident where someone (other than themselves) is injured or killed, the owner of the bar can be held liable. It is the bartender's and/or the owner of the establishment's responsibility to "cut people off" or call them a cab if they've had too much. I used to work at a Bennigan's when I was in college and if there was a group of people with a designated driver...that person ate for free.

The main reason is that your chances of getting caught are very, very slim indeed. Smart or not, many people know this. Unless you're blind drunk, you'll probably never get caught. In addition, you tend to be more reckless at lower blood alcohol levels, and at higher ones (not extreme, though) you tend to be more cautious. This isn't open to debate because it was checked out.
