We need the power to cast out the satanic element used by the enemy to possess people in today’s modern countries. Satan, the subtle serpent, is very clever, and he knows how to possess people in modern ways. In an uncultured country, he may use an uncultured means to possess people. But in a modern, cultured country, he will use modern, cultured means to usurp people. For example, in the leading colleges and universities, Satan will possess people in an intellectual way. We cannot defeat the enemy’s possession of mankind simply by ordinary preaching and teaching. In order to cast out today’s demons; in our teaching and preaching we must have divine authority and power. This power and authority can be exercised only in the name of Jesus. Therefore, we need to call on the Lord’s name and exercise divine authority in and through His name. If we do this, then in our preaching and teaching there will be power and authority to cast out the evil possessing element of the enemy.

The Lord Jesus came to destroy the works of Satan, and His casting out of demons was for people to be delivered from Satan’s bondage, out of Satan’s authority of darkness into God’s kingdom.

1 John 3:8 He that committeth sin is of the devil; for the devil sinneth from the beginning. For this purpose the Son of God was manifested, that he might destroy the works of the devil.

I'm not sure exactly what the question is but I'll take a crack at it.
God consists of God the Father God the Son and God the Holy Spirit. As God, who made man, the world, the angels(who some later became demons), and Satan himself, he has control over them. If he has control over man and demons he can easily cast out demons.
In the Bible the only thing required are words.
Matthew 17:18
And Jesus rebuked the devil
Matthew 8:16
When the even was come, they brought unto him many that were possessed with devils: and he cast out the spirits with his word
Matthew 7:22
Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils

A Roman soldier understood it, he asked Jesus to just speak the order and he knew the demon would have to leave his very sick servant. For as a soldier, he understood that when his superior told him to do something he would do it. And if he told someone under him to do something they would do it.

It is authority.
