If you own your home free and clear? Yes you can get a loan. You will most likely have to pay a high interest rate, but you can get a loan.

Do you have any equity in your home? You may have to refinance your home in order to get a loan. If not you might have to pay very high interest rates on a personal loan if you are even able to get one. If you do a refi you will be able to save money on taxes also.
