My first thought is, don't make her shave, we only care about it in America. But I'm sure there is a reason you asked, so I think Veet is the best thing for her - it has no razor, she can't get hurt. Nair works, but smells awful, and may not be safe for her to use alone, depending on her level of ability.

Get the depilatory cream that comes with a plastic shaver, with no razors, no nick's or cuts. Usually found in mens department, or you can create your own from an old razor by removing the blades and using Nair products. Also, have you thought of a ladies rechargeable electric shaver??

What exactly should she be shaving? Is it nessecary for her to shave?
If it is HER choice to shave, and she really wants to, then try the Venus Line from Gilette, they have a fairly good line of safety blades that get close, but rarely cut.
If she doesn't have incredibly sensitive skin try any one of those creams that you put on and take the hair out by the root after a certain length of time. This also depends on whether she wants hairless legs or hairless armpits. The armpit skin is especially sensitive and I wouldn't recommend using the cream for that purpose.

You should set her mother up with the Special Needs group in your area, calling the Dept of Health.
My grandmother was in a hospital (I know, it's not the same).
But, she wanted to shave too, and they have special razors and accessories just for special needs people and it can be used with arthritis

Give her Veet. It's a cream that she puts on, then removes after 5 minutes with a soft, bladeless "razor."
