Yes it is a law. Punishable with a fine of up to 250k and 10 yrs in prison. Worst case scenario that is. Sad , wrong but true. You have to do nothing though they will get a hold of you by mail. numerous times if necessary. Also yes it is active right now. My son has been contacted three times.
