Section your hair & braid each one while it is wet. Allow the braids to dry before undoing them. Use a beach texture spray to create beachy waves.

first put your hair half up[kind of low] then take that and the rest of your hair and put it in a low ponytail. put it to the side like a side ponytail.

before you do that leave some strands in the front down and put them over to the side behind your ear or if you have bangs use those or just leave them.

curl it if you want or add some clips or something to it or it'll look kinda plain

-side bun (messy, at nape of neck and pull loosely through elastic)
-side ponytail
-70's 'flip' thing (brush two front pieces of hair to front; pin so that they rest on top of your head with a slight 'bump')

You've considered layers and curls, but what about layers and waves. For that matter you could use waves with many of your suggestions.

For temporary waves try "finger waving" or for more permanent waves try "Marcel waving". Both these forms of waving were very popular in the 1920's and 1930's.
