In the United States, the horses run counter-clockwise due to tradition. The last track in the US that I know of that ran clockwise regularly was Belmont back in the early 1900s.
Calder this past fall on their extreme day, among their events, was a race that they ran the wrong way. I didn't see the race on TV, but I would have loved to see how Calder did do it.
In European and Australian race tracks, horses do run clockwise. I do know that in Australia, one side of the country runs clockwise, while the other side runs counterclockwise. Which side runs which way, I'm not sure.

Not all courses do go counter clockwise, Ascot for example.
Cartmell & Fontwell in the UK go both ways as they are figure of 8 tracks

not sure about the horse racing,,but for nascar I believe its so the driver when he comes into the "pits" was able to talk with the crew chief(before radio days),,have the crew hand drinks to him without getting in the pit lane and getting hit by other drivers coming into the pits,,,and by driving around the track was able to see signals being directed towards him(again before radios) they used big "pit signs" held up for the driver to read during the race, if you ever get the chance to watch an old race from the 60's-70's you will see those pit signs being held up to read,,lap times, when to pit, etc.

They don't in all places. However, in a given race, they all run in the same direction so that it's easier to pick a winner, and it's less dangerous....

like being on the tyre swings, if you go one way in a clockwise direction, swinging round and round, you're more likely to feel sick
