Definitely when you're young, but any age is a great time to learn another language. Young children pick up languages very easily and if they keep practicing them until the age of 12 they will keep their skills into adulthood. I was born in a foreign country and learned my second language along with my first. However, we moved away when I was 7 and I stopped speaking my 2nd language. I soon lost all recollection of it and now I wish I still had it.

Younger, definiately. You do not have to work nearly as hard to eliminate an accent if you learn a second language at an early age. Plus, you learn it much better than when you are older--you can think in both languages.

Younger is better. Learning is best before the age of thirteen.
One advantage is speaking the language without an accent which is not at all important but more fluent.

when you are young you can absorb it more easily
as you get older you lose that ability but you gain the method of longer concentration which probably compensates.
All in all i think it's probably about equal in the long run

it's easier to learn and retain what one learns at a younger
age -- secondary languages would be great as soon as
kids can grasp them

When your younger. Your brain can absorb it better beacause it doens't fully grasp the english concept yet.
