No, I don't believe so. The President may appoint Supreme Court Justices, but I don't believe the Governor can appoint members to the legislative branch of a state.

in most states yes, but check your state constitutionor phone your local bar association, or a state bar association has a toll fee phone number.
usually they appoint but have a list from the state bar of persons the bar approves
in some states, after appointed and confirmed by a legislative body, the citizens then get to vote on keeping that judge in office
look up missouri plan for judges under google or yahoo
