wherever you find one, make sure it's new. if it's used, try to check for the following:
1. has it been in an accident? any accident!! if so, don't use it. almost every car-seat manufacturer says to replace the seat if it's been in an accident, even if it's a minor fender-bender, or no child was in the seat.
2. does it have its manual? labels/stickers on the sides of the seat with LEGIBLE text? if not, you won't know the date of manufacture or expiration of the seat. all seats have limited lifespan from the date of manufacture, some are 6 years, some are 7... but you'll need both labels and manual to find this out. if the seat is expired, don't use it. the plastic could be degraded to the point it won't hold up in an accident.
3. does it have all straps/buckles/clips? if not, you can't use it properly. if it does, has it been washed - as in soaked in water? harnesses will not survive a soaking and retain their stretchability, which is needed in a crash. and every seat i've owned says not to soak the harness or buckle.

i agree with torklugnutz. my friends cousin was having a baby and she kept checking craigslist for free items. no joke, she honestly was able to get a crib, changing table, hanging bouncer chair, and lots of baby clothes all for free just for being persistant....and i guess a little lucky too.
