Hmmmmmm. intersting question, dogs have many different fears, some as silly as onions (lol- my friends dog is terrified of the smell of them to the piont she has to put the dog outside when chopping them) and others serios like being kicked at.
There are milions in between, just about anything and everything can be frightning for a dog! Just like poeple, some are afriad of the dark, while others of clowns, and others of small spaces!this is called Fear: and how to help your dog overcome it, http://www.veterinarypartner.com/Content.plx?P=A&C=153&A=1612&S=0&EVetID=286586
It might help a little bit!
I might also suggest try taking lots of treats with you on a walk, just slowly ask her to step forward, if she does, then give her a treat and praise her! Also you could try having a friend come with you on the walk, when you get to a gutter, hand the leash to your friend, and walk up to the gutter, speaking to your dog in a calm voice, tell her' see its okay, nothing to worry about' and go over to the gitter-walk over the top, jump on it, sit on it, rub it with your hand and then go back to your dog, pet her, give her a treat and tell her its alright, then try and have her walk forward-giving her more treats! As with anything dealing with dogs, it might take a while, just dont get frustrated, dont use your dogs name as punshiment, dont hit your dog, dont yell, and try to keep a cool, calm voice!I hope this helps, good luck with the fear, if you keep it up steadly- she might over come it! also- type in 'how to treet a dogs fear' in the search box, there are lots of other links- i hope this helps, good luck :) (:
((((sorry about spelling?!?!))))

My dog is also afraid of them. At first she would not go near them. I think it may be because of the way the sound and smell. When we first started walking, she would not go near them, like your dog, she wouldn't walk passed. So I decided that I needed to show no concern what so ever of the sewer. I just walked past and ignored it. I wouldn't anticipate it coming up or anything. Eventually she decided that it was okay to walk passed it too, but she would kind of go around. And that is fine by me.

Dogs have a sixth sense, and when you think of sewers all you have to do is think of all the stuff people flush into them from human waste to baby crocodiles. I'd listen to your dog, she's got a lot of sense.

Perhaps she is just afraid of things she doesn't understand. Maybe something spooked her once and she blamed the nearest smell or object.
