Just be patient.
I had a gf in high school who as freshman had skinny knock-knees. By senior year, she was no longer knock-kneed and she didn't gain wait.

at 14 and 15, your muscles aren't prepared to grow correctly so you'll just have to keep at it and be patient. Around 18 - 20 you'll be able to concentrate on that area but all that will do is make them muscular. Also, even if you did wan't to make them fat, your body deposits fat in different ways than everyone else; some deposit in the breasts, butt, thighs, stomach, etc... and if you did decide to do the weight gain approach, there would be a great chance it wouldn't work.
Now, you're only 14 so I know it's natural to worry about your body and how others react to your appearance, but just don't let it consume you. At your age, there are plenty of other things to worry about and worrying about something menial like thigh size is just ridiculous. I garauntee no one in school has ever said, "oh my god, did you see Amy, her thighs are so skinny." Be health conscious but just don't push it too far, that can be bad mentally and physically.

Running and doing machines that focus on your legs at the gym will give you muscular legs. It won't necessarily make them any bigger (for some people, it does, for some, it doesn't), but they'll be toned and look great.

i think that they'll naturally just get bigger. when i was 13 my thighs started getting bigger and now i hate them. i hated them when they were skinny and now all of the sudden they are bigger and i wish i had what i used to have.

Squats and lunges will build the muscles in your legs and help give them shape and definition. Check out: http://www.prevention.com/article/0,5778,s1-2-87-137-7346-1,00.html for some two simple exercises.
Also, just walking will help build those muscles too.

your thighs are hard to change I am small-thighed also but am a small person in general. I think that it is just your bodytype. some girls have genetics in them for thick legs, others for skinny legs.

Try cycling or spin classes - they will build up your upper legs.
Also do squats and try running up hills to work your upper legs.

increase your cals by 500 and eat lots of carbs combinde with protein, then do some jogging and squats.
