In the 1991 war, there were no B-2's in service at the time. But basically the main AF air craft at the time were

yes the navy used various ships during the 91 war, mostly as Tomahawk launch platforms, they also used 4 aircraft carriers, and 2 Iowa class battleships (Missouri and Wisconsin) to launch Tomahawks, and bombard the Kuwaiti coat with the 16in guns
The first combat use of the B-2 was over Kosovo in 1998.
