If someone at work, drinks with you and a big group outside the office and asks you to sit on his lap (while he's drunk) is that sexual harassment?

Its got nothing to do whether you are at work or not. If you give clear indication that you are not interested then yes its sexual harassment if he persists and does not respect you. Best to leave and then speak to him when he's sober. Do it with witnesses and be very clear. These things are all based on technicalities and misunderstandings. You don't want that to happen.

No, you are not on work hours. It would be a public matter. Unless he is your boss and asked you to go out drinking and you 'felt' obligated to go, then that might be a case.
