If you are playing limit hold'em, it would be double the current blind is the maximum raise. However, pretend I raised you, you have the option to fold, call, or raise. If you fold, the hand is done, if you call, then we will see the flop without any more betting, however, if you reraise me, I have the exact same options, I can fold, call or raise, we could technically keep raising each other until one of us was all in.

Limit Hold 'Em
On preflop or the flop, the rule is generally bet, raise, reraise, reraise. This is the maximum, which is equal to 4X the big blind. However, in most games, the turn and river can be raised over and over again until one person is all in, like someone said in an earlier answer.

No Limit Hold 'Em
Someone can bet whatever the minimum bet is. A raise must be to atleast twice that much. So if person A bets $100, player B folds, and now its my turn. I can fold, place $100 on the table, or place a dollar amount that is greater than or equal to $200. This will continue until someone is all in, someone calls, or someone folds. And all of this can happen on any betting round, preflop, flop, turn, or river.

If you mean to say a limit game then you can only have 3 raises for a maximum of 4 bets on the table per betting round. After the turn, the bet doubles, but still only 4.

If you mean no limit, then there is an unlimited number of raises, but each raise must match the bet plus at least the amount of the previous raise amount if you wish to raise again. If someone raises from 50 to 180, you can't raise to 181. The raise was 130 so if you choose to raise again, then you would need to make the bet at least 310.

If you talk about Limit Holdem, the first 2 round of wagering (pre-flop and on the flop) are the lower limit. For the two last rounds (turn/river) bets are made at the higher limit.The maximum of raise for each round can be 3 or 4. (It's often 3)

If you are one of the blinds you can raise or you can raise any bet you call you can go all in on any bet or raise you make
