I know I'm a guy but I think I can help. A girl smiling or staring is an open invitation to talk to her. Just go for it. They want you to make the first move. They are probably shy or afraid they could say something that might turn you off. Talk to them and get to know them better. Good Luck.

they're probably waiting for you to approach them. a lot of the time girls don't want to make the first move but they'll think you're cute so they'll smile, giving a kind of go ahead.
