As everyone has said, it can be used in the preparation of methamphetamine. However, if you found ammonia by itself, without a lot of other paraphernalia, I strongly doubt that is what it is for.
It can also be used in the extraction of psychoactive chemicals from plants, or the purification of many street drugs; though again you need some other stuff to achieve that (though not half as much as you would to make meth).

Creating meth. Add some cooked down cold tablets, red phosphorus, and other household cleaners, & and you now have crank and another week before you can get some sleep. Although you will have the cleanest house on the block when you're high.

If they're making crystal meth they use it to do a Li metal reduction of the alpha hydroxyl group on pseudoephedrine. Huh? Good, I don't want you to know what I'm talking about.
They use it to make freakin' meth and end up killing themselves and probably all of their neighbors once their little science experiment goes awry. Gawd I hate tweakers.

you can use ammonia to cook methamphetamine. And tweakers (meth heads) also clean a lot so maybe washing windows??? :) funny answer I know.
