Shave your head, get a couple of tattoos, wear a football club shirt, eat loads of kebabs to get that pot belly look & sign on the dole. (state welfare benefit) You will then look like a proper English gentleman.

You can only be English by birth. It is possible, if you match certain criteria, to become a British citizen, but not to become English (or Scottish or Welsh).
