No there is no such thing as a disappearing tattoo unless it's henna...and that's really temporary. However, that being said there is a new tattoo ink that is going to be deployed to the marketplace on July 4th 2007. The ink allows a dermatologist to remove the tattoo in one session of a laser treatment instead of countless sessions....should you decide you no longer want it. Check out their website for more information.

In short, no.
Tattoo ink is injected with a needle under the surface layers of the skin. They can fade (some colors more than others) over time, but they are forever. Only lasers can remove or fade a tattoo. They do this by breaking up the chemical bonds of the ink. They are not always successful, as ink formulas vary by region and manufacturer.
