Whenever he walks by me he smiles at me and says hey and i feel like he looks at me alot during class.

I suggest you try to get to know him better, as an aquaintance or friend. If he does like you, he'll jump at a chance to be nearer to you, and you could start a relationship. If he doesn't show any signs of "furthering" your relationship, talk to him about it as a friend and express your feelings. Ask him out, or if he likes you.

Read his body language!
There is more than just smiling and staring, believe it or not.
Even minute details like having his feet/ elbow/ body pointing towards you can be a way to find out.
You can ask him, but he could be shy and say "no", but might as well try and ask :).
