It seems to me that he is referring to those who choose not to have Christ free them from sin. We are slaves to the life we choose. For instance, Paul describes himself as a slave to Christ and the Gospel. Perhaps the verse is simply saying we are all slaves to something, and with Christ we now have an option...slaves to sin, or slaves to righteousness. If you continue reading the passage further, I think the meaning is clear. The following may shed some light on this from one of my commentaries. Good luck! I hope this helps.

See who it is on whom this brand is fastened-on him that commits sin, pas ho poion hamartian - every one that makes sin. There is not a just man upon earth, that lives, and sins not; yet every one that sins is not a servant of sin, for then God would have no servants; but he that makes sin, that makes choice of sin, prefers the way of wickedness before the way of holiness (Jer 44:16-17),-that makes a covenant with sin, enters into league with it, and makes a marriage with it,-that makes contrivances of sin, makes provision for the flesh, and devises iniquity,-and that makes a custom of sin, who walks after the flesh, and makes a trade of sin.

There is such a thing as sin. Just think about it... your parents tell you to take out the garbage and you don't... sinning not only to GOD but to your parents.
Everything in the Bible is true no matterwhat is in it. John 1:1. God can't lie... so anyways it means that if you haven't accepted the Lord as your personal savior to take away your sins and admit that you were wrong, believe that Jesus came and died on the cross and rose three days later to save you from your slavery or bondage to sin then commit your life to Jesus you will be a sinner. However John 3:16 states, "God so love the world that he gave his only Son that whosoever believes in Him shall not perish but have everlasting life" that means that once you accept Him (the Lord) as your personal savior then you will no longer be a slave to sin but a son toGod... and though you will be tempted and maybe sin at times, you will still have everlasting life with God.

It is evident that the Lord was speaking about the bondage of sin. He reminded His Jewish listeners that whoever practices sin is a slave of sin. These Jews pretended to be very religious, but the truth of the matter was that they were dishonest, irreverent, and soon to be murderers—for even now they were plotting the death of the Son of God.

If you are a sinner, you get addicted to sinning and you are a slave, meaning you can not stop doing your sins. It is like a work to you, you do it all of the time.

Christians believe that we are born with a sin nature, and salvation by God is necessary to rescue us from that sin nature. It means that sinning is going along with our inclination to sin. To sin means to do wrong, to act against God's will.

Being perfect (which none of us are) is the only way we can avoid sin.

Jesus opened up the way for us to attain to repentance for sins and get freedom from sin.

If you sin, it becomes a habit that is hard to break. It becomes an agonizing task trying to not commit this sin anymore.

It means that if you sin, you will continue to sin, unless you do what you did wrong and turn it right.
