Please ignore the other answers posted thus far. They are misleading you and are unfortunately incorrect. What you are referring to in your question is known as spot reduction, where a person tries to exercise a certain part of their body in order to lose weight there. Sadly, spot reduction simply does not work. We don't have the ability to pick where we are going to lose fat and weight.
You could do 1000 bicep curls and still find that your arms are large. The reason is that you would be building muscle on your arms, but not necessarily burning fat from your arms. This could result in your arms getting even bigger because the muscle would still be covered by a layer of fatty tissue. In fact you may notice you began to lose more fat from your chest and back than from your arms. You just simply can't control where fat comes off. The only way to have a toned body, including toned arms, is to have a low body fat percentage. To accomplish this you will need to do cardio, and if you combine that with weight work (around 15-20 reps of exercises with low weight) then you will achieve your goal. There is no easy way to do it, nothing in life comes easy, but just have faith in yourself and you can accomplish your goal!

Realistically, you will have to combine the arm workout with an aerobic workout to actually reduce the body fat.
Lifting weight is not an efficient way to get rid of fat.
Here are a list of the best exercises
1)swimming
2)Tennis
3) and arm bike

Low weight with lots of repetitions. only use up to 5 lbs, and do 30 or more reps. Do that at least a few times a week.

low wiegth high reps
workout every 48 hrs but make sure you workout every muscle in your tricep.
