Garbage is more American and rubbish is more British, although 'rubbish' is contained in American English dictionaries and garbage originates from Britain, just the tendency of using one or another term differs.

Because rubbish is an English word, from the Middle English robishe.

The word "garbage is a 15th century Anglo-Norman word from gar·bag·y). It sounds distinctly foreign!
