The same way as the beast that arose from the land in Rev., (He had two horns like lambs horns, but he spoke like a dragon.), He incorporated all the peoples input, into his establishment, takes the best and throws the rest out, but the earth beast rules over it, hand in hand with the beast that arose from the sea, or sea of people, democracy, evolved.
