Well, Al Quada wasn't created by the CIA. The mujahadine was FUNDED by the Reagan Administration in order to defeat a soviet invasion. Reagan reasoned, rightly or wrongly, that your enemy's enemy is your friend.
A far more well-documented and profound example would be Pinochet -- a brutal dictator who overthrew a democratically elected government -- with support from the US. When he was finally indicted for war crimes, the US blocked his prosecution.
