It`s an exchange of information; they can tell where the other cat has been, who it`s seen, it`s health, etc. The dominant cat gets first sniff which is why cats circle each other when meeting for the first time--they are trying to assert dominance. A pet cat that presents its bottom to its owner is declaring that the owner is top cat.

The reason is two fold. Cats identify each other through the scent from the anal glands, it is unique to each cat. It is a greeting. There was research done that proved cats will use this in order to find out what other cats have eaten and if it's good, they will follow that cat to find a better food source.

In cats (and dogs and loads of other mammals!)anal glands pass on information about the individual-their age and how strong they are,sex,sexual readiness etc.
A human version would be a sign round your neck saying your name and age,gender,how tough you were and whether you were in the mood for some sex.

Hee Hee-- I freaked out (laughing) when I saw my cats do that -- I thought only dogs did that.
They check to see what the other cat has been eating, and what the status of that other cat's health is.

considering the fact it is how cats get to appreciate one yet another, and how they set up a hierarchy. The fragrance glands of maximum animals are placed close to the anus, so while your cat provides his/her backside to you to smell, its a sort of greeting, and your cat probably thinks you're extremely rude for not taking over the supply!

their scent glands are near their bottom and their scent is like their personal ID so thew only know who the other cat is by sniffing and smelling the other cats scent glands.
