I got a letter saying I have won. They did not ask for money, only that I need to call them to verify information. According to federal and international law, my winnings will have a clearance fee deducted and then I will receive a certified bank check and other related documents, upon my response to this claim procedure. Is this a new form of a scam?

SCAM. There is no international law about a clearance fee, they will deposit a scam certified check, possibly empty your bank account and maybe steal your identity.

DUMP THIS; it's not so new, only a dozen a day here.

It's definitely a scam, because you didn't buy a ticket.
You didn't say whether it was a letter on paper addressed to you, or an e-mail.

But either way, don't phone the number, you will find a very big phone bill attached to your monthly bill. This is usually how this one works, sort of like a 1-900 number, but there are varying ways of doing it in foreign countries.

If it isn't the big phone bill, a cheque may be sent with an amount to cover the clearance fees that you have to send to them. But their check will bounce after a month or 6 weeks, yours will go through right away.

They may also use any info they get from you for identity theft, or they may try to contact you again, posing as international police that are going to get your scammed money back, and scam you all over again.

Life is full of scammers.

No I have not heard of Global Meridian Sweepsatkes. That's because I think a lot of the sweepstakes and free stuff on the computer is a scam. And by the way I think this Sweepstakes that you are talking about is a scam. Anyways, that is just my opinion.
